Here is a variation with a few adjustments to streamline the build:
: Level 40 Champion
Superstats: Level 6: Super Strength Level 13: Super Constitution
Powers: Level 1: Bludgeon Level 1: Cleave -- Rank 2, Rank 3, Challenging Strikes Level 6: Defiance Level 6: Flight -- Rank 2, Rank 3 Level 8: Annihilate -- Rank 2, Crippling Challenge Level 11: Aggressor -- Rank 2, Rank 3 Level 14: Brimstone -- Rank 2, Rank 3 Level 17: Bionic Shielding -- Rank 2, Rank 3 Level 20: Resurgence Level 23: Parry -- The Elusive Monk Level 26: Molecular Self-Assembly Level 29: Conviction -- Rank 2, Rank 3 Level 32: Inertial Dampening Field Level 35: Empathic Healing -- Rank 2, Rank 3 Level 35: Acrobatics -- Rank 2 Level 38: Decimate
Talents: Level 1: Superhuman Level 6: Physical Conditioning Level 9: Body And Mind Level 12: Impressive Physique Level 15: Healthy Mind Level 18: Shrug It Off Level 21: Diplomatic
I have a few other options if you want to alter the build further, but the above build is the closest to your original one. Just let me know if you have any questions. Enjoy!

I like it, very nice! I was also trying this one out for kicks since my toon has yet to leave the PH at this point. LR is nice, but I think you are overdoing the Defense stacking. ;D
INV option with SS STR PRE. This further consolidates the stats for easier gearing and still provides good damage for a tank.

Haha, okay I'll give that one a try in the PH and see how it tests out. I admit I do like the CD reduction from FoTM for BCR, it's really nice since it stacks well with MSA procs from the brief testing I did. Cleared out a full room in the Station set to hard for a team of five. Soloed it and basically stayed at full HP the whole time. Took a tad bit due to lower DPS output but living through it was a breeze. I'll let you know what I think when I test this one later tonight after dinner.

With the INV build, you can easily pull the entire 5man Hard PH and walk around w/o issues. That is what INV does best.
Keep in mind the LR+SEP+BCR combo works best in swarm situations to proc the dodges. This combo is less useful in Boss situations where the attacks are infrequent. Also FotM is reactive instead of proactive in building stacks. I am not a fan of it even on my LR builds.

These things are all good to know. I'll make a good tank out of this toon yet, and since I'm done eating dinner I'll try out the most recent spec you sent me in the PH and see what I get.

Alright, so it's pretty beefy in the PH tests, but it takes some getting used to with juggling the hotkeys (since I'm not used to macros in CO nor do I know how to do them in this game or even really plan on it unless I have no choice). It's gonna take a bit of learning, but I think I can handle it. The only thing I'm gonna miss is my ranged knock up with the Adv for knocking mobs to me. But since this is more for boss fights I don't think that'll be as useful overall.

Okay I admit it's a tad energy starved, but certainly a solid build. I'll give more info on it later

Okay, so overall it's a great build. Aside form being energy starved on occassion, despite using Brimstone + Aftershock with the energy unlock, and blocking for energy spikes, I don't have many problems with it. The only thing I'd like to change up is having a second major threat builder to use along with Annihilate. Cleave would probably be my victim of choice in that regard, or perhaps even Brimstone since I'm using it all the time. Not quite sure what to adjust for that though.

To which build are you referring above? We had discussed several different options. There are a few ways to tweak each build for better energy management.

Oh, sorry I should have made that clear. I've been running with the last one we talked about with SS STR PRE. It's been working great aside from what I just mentioned.

The Str Pre INV build will probably have some energy problems. The Str Con Defi w/MSA will probably have better energy management. I just wanted to post it as an example of a different tank setup.
Well-timed blocks will help this build considerably with energy. Gear with this priority: Pre, Str, Int, Con. Avoid Dex, Ego, Rec, End.
This is usually how I gear my characters: 1) Choose 4 stats (2 SS, 2 "secondaries") 2) Focus ALL gear stats to these four as much as possible 3) Avoid any wasted stats on the other four
If you do this well, you will reach great numbers on your SSs and good numbers on your "secondaries". Some builds work better when all 4 stats are roughly equal. Some builds work better with higher SSs. Keep in mind that the SS damage bonus suffers heavy diminishing returns after about 30%
I hope this helps.

Yeah I knew about the 30% soft cap on SS bonuses. But this definitely helps. I'm gonna need to redo her I think, adjust stats and the like. But you're right for sure.
*EDIT*: I should also ask about any adjusting for advantages for treat gen on Brimstone, what would you advise? I find myself using it a fair bit normally, so I think it may prove useful to modify with that in mind.

IMO AE Threat is much less important than Single Target Threat generation. I tack on CS when I have a spare point on any AE that I might spam in those situations. However, some of my tanks do not have CS on anything and I don't notice any problems with them. The need for AE Threat usually means there are many mobs.... it is unlikely that they will survive long enough for threat to be an issue.
