1. Form of The Master: the damage buff only affects melee. I would recommend adding a high DPS melee move to round out the build: Burning Chi Fist, Dragon's Wrath, Dragon's Claws, Demolish, Haymaker, Laser Sword, Gauntlet Chainsaw, etc. whatever fits your theme.
2. Bountiful Chi Resurgence: R2 is probably worth the 2 adv points, since it will be perma-on anyways.
3. Conflagration: R3 > Burning Rain imo. Since most mobs do not move out of it, the increased damage is preferred here. You can simply recast if they move out of range. You cannot increase DPS if they are standing still.
4. Energy Shield: Laser Knight might not be worth if unless for theme purposes. It will not help while using your fire attacks and will decrease your melee damage output. You are already more than tough enough for an off-tank. I would take it if you went more melee and/or wanted to main-tank more often. If theme is not an issue, I almost always prefer FSheathe (but I'm biased on this point).
5. Evasive Maneuvers: R3 would be good for either build.
6. Flashfire: If going Pre; Guarantees Thermal Reverb energy income and adds a little DoT.
7. DEX/PRE: I like this choice better due to the increase to Heals & +/-Threat. It opens up your options to offer stronger Support to your group as well as increased defenses for yourself.

Aware of that, hence why i'm still in the make of an enrage spec, however, more chi+a great energy power overal works great. Confag burns my energy. 2. fair enough 3. Well i tend to hit pvp, but y, pure pve, r3 all the way 4. that was my second choice (or monk, but i'm already a bit short on dps:))

1. I only recommended a melee power to use the damage bonus inherent in your current build.
If using Ranged skills as often as your melee, you will benefit much more from Enrage than FotM offensively; even when considering the energy return.
Enrage is also nice in PVP since you have direct control of your stacks vs FotM which is reactive.
Defensively you would lose BCR stacking. So that is a bit of a tradeoff.
Enrage is not too difficult to put into the build; it just needs enough stats to sustain it. You can also add Howl if you want to help keep stacks up if stats are not available.
