Instead of freeform as a paid AT which is not likely to happen what about devices and slot spaces that add a power or effect?
Say you want power armor why not buy a power armor device that uses the Primary Defense slot that adds a passive armor effect? You want energy blasters why not have that as a device that adds a spot under your active powers.
Kind of like mini-transformation items and all for sale at the C-Store.
This way if you want to play an armored super soldier you can do it just not as an AT and the company makes more money I know if they were permanent I would by things for my characters, if they interested me. And make these not free to Gold Members either.
I can't see why this should be a problem they do the same things in the game now just this would be items you buy and would be permanent feeding off your energy or always on.

A pay per power architecture? make that per character, and that's a great idea. My one concern? Golds can buy it too. You best believe I'd pay for ego storm and support drones, then keep them on every character I ever buy. That way leads to the pay to win system. Think it's biased against silvers now? Wait till someone running a top-tier freeform character can buy extra powers to enhance his build. Guaranteed you will never see another blood moon item, ever again.
