As the title say I'm looking for a force build to level, and most of the build I've found have been for level 26 and up.
Do anyone have an idea? What SS to take ect. If possible I'd like to steer clear of enrage since that playstyle doesn't really suit me.

Funny - of all the ranged builds, Force is the one that naturally lends itself to Enrage, because STR is so much fun to SS in a force build.
Still, there are plenty of cool ways to do Force. In the early levels, Crushing Wave is the easy mode. So you can just take that and feel out the set.
Throwing out the Enrage builds, there are several ways to play the set. One important consideration is do you want to go nuts with Force Cascade. That means a crazy energy build, maybe AoPM DEX/END so you can really crank up the energy.
Without Enrage, and without AoPM, Quarry DEX/INT Avenger works very well with Force. Gives physical damage boost, boosts EGO to make DEX crits viable.
I'm personally not a big fan of Kinetic Manipulation with Force Cascade. I know people get crazy Force Cascades with it when it's up, but if you're not going to miss your active offense, why have it in the first place? Might as well get Pestilence.
I personally like to get my Force Cascades from the energy form that's occasionally brought up by the Force energy builder. The rest of the time I use other Force attacks and Chest Beam.
Circle of Arcane Power is the special way to set up the Force Cascade Cannon. It gives you an energy form to fire the FC, and ramps up your energy rapidly so you can Imbue it, if you have CON.

My problem with the whole enrage mechanic, unless you're running a might build, is that I keep forgetting to refresh the enrage stacks which leaves me sitting for 2½ minutes building the stacks up again.

My highest level characer (23) is Force-based (60%).
Force has become a love/hate relationship - I love the devestation but hate the slow chargeups and high energy costs. I also love the continuous knock backs, but they can be inconvenient at times - knocking 100ft targets out of range or blasting back someone I was about to Melee.

Some people bind them to other controls, like forward movement. But I personally don't bother with Enrage unless it's there are other powers to keep it up and/or rapidly build stacks. I'd make an exception for a toon that has a really rage-y theme. Like some irradiate that's constantly growling and howling.

Based on the FC discussion above, I should mention that my plan for Electric Sheath includes feeding it to FC. Since I have a robot-toon, the sparks are not out of character, I get great buff, and when I get FC later, it's a ready-to-eat microwave dinner!
Also, I SS CON+REC and gear CON, REC, END, STR.

I'm toying with a build with Defiance, enrage and iron cyclone. Apparently enrage applies 1 enrage per 2 defiants. and ironcyclone and havoc stop refreshes / applies it
