Updating this advice for On Alert.
I've left the build pretty much as per ashen's initial advice.
I've only really suggested Travel Powers (fire flight 'coz it's just right and teleport as an escape power) and removed the Pre since Thermal Reverb will no longer be scaling of it so I've swapped it for Ego, the 3rd super stat.

Rec Mastery buffs all your Superstats (Primary and Secondary) by 10 points (so 30 stat points total). I raged, etc. Take it if you don’t have a better option, but it’s not going to make or break a build.

It gives a whopping crit chance buff if you’re over 90% energy (15% at max rank), but the practicalities of using multiple crit-capable powers while staying over 90% energy somewhat get in its way. Worth trying, especially if you’re an AT locked into the Rec tree.
Supercollide: you've got a decent chance of procing this relatively often, especially on an Alpha strike.•*Efficient*
Energy Reverbs give more Energy
5% / 10% / 15% More Energy
If you’re making use of your Energy Unlock often, this can be pretty good. Especially when combined with Super Charged, as it’ll help you stay above 90% energy.

This is bad, but Avenger’s first Tier is pretty horrid anyway. This makes your Ranged Crit inflict a lingering DoT that penetrates defenses/shields. Damage is looow (double-digit low). It’s better than Can’t Touch This and arguably better than Round ‘Em Up, but no one takes Avenger for its Tier 1 talents.

Damage buff is low, but it’s better than the rest of the non-Ruthless options in the Tier if you use ranged AoEs. Which you do, right?

This is a nice crit buff (20%) to ranged ST attacks...at things that are over 90% health. So your opening strike is more likely to hit harder. Good if you’re having trouble wiping out a single minion with your opening salvo. Would be good for sniping other players, but PvP is dead and any self-respecting sniper is going to try to guarantee his only shot crits (hi2u Imbue).
Supercollide: and if your energy is over 90% too......•*Relentless Assault* 3/3Maintain attacks increase Offense for 8 seconds, stacks to 5
10 / 20 / 30 Offense
This? THIS is why people put up with the utter crap that is the rest of the Avenger tree. If you’re using a maintain, take this. No ifs, no ands, no buts. If you don’t use a maintain? Take it just to use this. It’s that good. Rank 3 is 30 offense per stack, it stacks to 5 (quickly). 150 Offense for trying to kill things anyway? It’s a no-brainer. This also works with those “add x % of your defense as a boost to your offense” skills.

Supercollide: More defense for a squishy AT and Best Defense turns that into Offense too! .•Locus 2/2AoEs grant a stack of Locus, upon reaching 30 stacks they are consumed and the Locus Explosion buff is applied granting increased Offense and Defense for 15 seconds, prevents stacks of Locus from being earned.
25 Offense & Defense / 49 Offense & Defense
Hitting with an AoE or getting hit with an AoE grants a stack of Locus, at 30 stacks you get the Locus Explosion buff (+Offense/Defense for 15 seconds). This works with “The Best Defense”, so it might be worth it if you use AoEs.
Supercollide: you'll be using AoEs plenty and it's more stacking with the defense / offense buffs.•Make It Count

single-target attacks aimed at you proc a buff ( Retribution) that gives a nice Damage buffs and a Heal over time 6 seconds. If you expect to be hit often, this is pretty good.

Upon taking damage, gain Offense for 15 seconds, stacks to 5, 1 second cooldown

Ranged attacks have a chance to place an Exposed Debuff causing them to be 3% easier to Crit with Range attacks for 10 seconds, stacks to 3

This gives a chance for your Ranged attacks to debuff the target to make them easier to crit. Not bad if you have points to spare and use crits, but the other options (TBD, Tenacious or Retribution) are pretty much better. Even 3 stacks of this is only 9% increased crit chance for a few seconds.

Add Dex for crit chance and any +crit chance gear will be a boost too as thanks to the ruthless specs your crit severity should be nicely high but without crit chance it's going to go to waste.
Add a bit more Con for a bigger HP pool.
