Ok so I'm attempting to create an ok PvE Toxic build. I have fire just for theme as I will color theme green. I'd replace Immolation with Imbue. It will be available more often, and will work very well with Pyre, Resurgence and Defile.
SS REC somewhat works against Supernatural Power, which gives you energy when you go below 10% of your energy pool. Unless it's changed been recently, Supernatural Power does not scale with any stat.
It would be easier to play as CON/STR/INT Defiance or a dual build like Pestilence/Invuln. Pestilence is a weird power, and tends to work best if you either try to max it out or use it with a dual build with Defiance or Invuln (run around in Pestilence, melt away, switch to defensive passive when you draw too much fire).
If you have enough STR, Vicious Cyclone is a blast. It works well with Pestilence because the area knock up/down prevents return fire while the Pestilence DoT does its thing. And some targets get thrown clear over your head.
