The retaliation buff and its on-next-attack bonus. Does the energy builder count as an attack, so I need to turn that off to get anything useful out of the buff, or can I calmly charge up my nuke even if my EB gets off a shot or two when I let down my guard?
Also, it does affect ranged attack powers, doesn't it?

As far as I can remember, the energy builder counts as an attack and it works on ranged attacks.

Basically energy builder counts for any "on next hit" effect, be it retaliation, miniaturization drive, toxic nanites, sonic device etc

It works on ranged attacks. It's been a while since I've done this, but I even got it to work on Arcane Sigils.
I'm relatively certain that Retaliation was changed at one point to not proc on your energy builder. But since it builds energy anyway, and I frequently use it with Imbue (e.g. 6K+ Annihilation with a defensive passive), I've grown accustomed to turning the EB off.
Really, it could currently proc on the energy builder and I wouldn't know it. Once I had enough toons with Imbue, turning the EB off became second nature.

I believe it "attempts" to not activate on the 1st few ticks of an energy builder (I remember something in one of the patch notes from last year addressing this). And we know what I mean by 'attempts' in CO. I switch it off to be on the safe side, also from using Imbue.

I think what they did was make the buff require a certain amount of damage to be dealt before it would be consumed. This way, a swing of an EB would be less likely to eat it up. Ranked Melee EBs with a Form Toggle going can hit pretty decently on the first strike, though. Think of it as a buffer.
It's that, or what Kenpo mentioned. Either way, it's less likely to get nommed by your energy builder, but still possible.
