For Freeform, Dual Blades and Electricity are both very powerful and easy to use.

If we're talking freeform, you can make tremendously powerful characters with most single power sets, or better yet, by branching out.
Rather than look for what's the strongest (there's no clear answer on that), what theme of character do you want to build? Chances are that you can make a powerful and thematic character with a freeform.

Dual Blades is EZ mode for soloing. You can dish out a huge amount of melee AOE damage with Eye of the Storm, which allows you to elimate mobs of 4-5 henchman in the time it takes some powersets to charge up their first shot, all by simply holding down a single button until the badguys stop twitching. And it heals you while doing it. Completing missions 3 levels above your own is still barely a challenge. Throw in a single-target strike (Dragon's wrath) and you're laughing.

As a Silver Player I tried a few and played with others and talked about this I would say among the non-bricks and silver available -
1. The Inventor: Not exactly hard to play and as an Inventor player they are hard to ko if you stick to the basics with them, I rarely had issues soloing save against Group Open Mission bosses those are not supposed to be soloed though.
2. Savage: Offense and regeneration in one package is pretty evil but they are a get in your face AT.
3. The Void: These are in the Inventor class interesting play and have to be more pro-active doing life drains and fear but are a formidable AT.
It depends on your playing style.
