Happy New Year champions! Today I bring you two forces that despite being polar opposites, work quite well in tandem! Fire and Ice powersets are popular together, and though there is even a power dedicated to both elements (Rimefire!), I'll not be employing that one today. The rotation for this one is more involved as well than previous ones, so be sure to practice and understand it before taking it out to content.
Or, learn as you level, this build is level-friendly!

Travel Powers
Ice Flight might be tempting but I really, really don't recommend it. Other ice-themed travel powers would work nicely, maybe a fire one. Either way, player's choice, simply rank one of them to 3.

○ Defense Rate Primary with Ego Mod(s) and a Growth Amulet

Gameplan
Though this build has no dedicated AoE, your main damage itself is AoE, just in a somewhat small area. That being said, for single target, open with all 3 of your DoTs; Wall of Ice, Flashfire, and Fire Snake, then your rotation involves tapping Ice Blast and fully charging Fireball repeatedly, approximately 3 times before tapping Ice Blast and then Shatter, followed by re-applying Wall of Ice and Flashfire. If your Flashfire isn't up by the time you get to that, tap Fireball once after your third fully charged Fireball. Repeat the Blast and Fireball then Blast and Shatter once again and you'll be re-using all 3 DoTs again to restart the rotation. In AoE situations, you can use all DoTs and simply spam Fireball with occasional Shatters depending on how long the enemies have been around your Wall of Ice. Aim for center enemies, most of these are only 15ft spheres. Sprinkle in Meteor Blaze as desired if taken, or use Warmth for self-recovery.
Other notes
You can take a point away from your final power to give Vapor Form the Chilling Out advantage to make it more of a panic button. While I didn't test it, this build may work as Dexterity stacking once you're fully geared if so desired. The final power can be anything, it's something of a spare slot, but some sustain or extra DPS seemed like a good option. As an aside, you can pre-stack your form in some encounters by targeting something far away and using Shatter. When leveling, prioritize Fireball ranks after your Passive, as the above rotation assumes you have every spec and rank of things. It should take care of most things, and once you're high enough to take Preemptive Strike, it only gets stronger.
Can't think of much else to say! Fire and Ice are a cool (hehe) combination and the damage potential is there, this is just one way you could do it.
