Power delay?

Hi - lifetime sub here but haven't played regularly in a couple years.  I got my daughter (who is 11) involved since this is a good MMO to show her and I have all these points saved up.. so I started playing again myself, too.

Anyway, this could be a bug but I am not sure.  I don't see anything in the power descriptions that would make the toon behave this way.  This is a force build, 26th level I think, with the following:

REC/ego/int SS with some ego gear and some power cost discount

Force bolts
Force blast
Force cascade R3
Force Eruption
PFF R3 (hybrid)
Field Surge
Protection Field R3
Circle of AP R2
Force Shield/Sheath R3
Reconstruction Circuits (I really need a better heal and this power might be the problem but I have low PR - ideas?)

Anyway, I used to be able to use a full Circle/charged Force cascade and a few taps of force blast to finish mooks off but now when I heal with RC most of my other powers are greyed out and won't work for several seconds.  I can just block and wait for the heal to finish but from what I can read it shouldn't work this way.  This of course causes me to get pummeled.  My benchmark battle test is hard opponents team size 5 in the powerhouse and right now I am stretching it handling team size 3 with this delay/lag going on. I have tons of energy - just can't use it.

What am I missing in the power descriptions or the build (if it isn't a bug) or is there a known issue with RC?  I have looked around a bit and see nothing to that effect.

It's because reconstruction circuits is a PA maintain; you can use other PA powers with it, at the same time; provided they don't use the same slot. At least I'm pretty sure that's what it is, I usually don't use that power. Give it a test on PTS; and see if that's what you find.

I swapped out the power and the delay went away, so it must be though the description doesn't indicate the result. Trial and error. Thanks

That delay happens because Power Armor powers, especially the maintains, don't play well things from other frameworks. It's not listed in the power description because the devs incorrectly assume that anyone using PA powers will ONLY be using PA powers in their build.
