I'm copying this thread from the official forum "just in case of...", as personally I think that it is a very needed list, it gives players much needed warning and information before spending money at Cryptic/PWE.
But I'm also almost sure that said list will be removed from official forums very, very quickly. But Cryptic can not do anything here.

I'd like to use this post to document the instances where Cryptic has released an apparently overpowered item available only via microtransactions, sold and promoted it for many months, and then significantly nerfed the item much later (often coinciding with the introduction of some newer item for sale). I'll try to keep it updated. Perhaps looking at this track record, players will be able to make better informed decisions before investing much effort/time/money into the newest microtransaction items.
Prototype Hawkwing Jets
Released 8/31/2012 for Purchase from Zen Store
Nerfed 11/8/12 - Speed/Boost/Attack Range (w/release of newer vehicles & mods)
Legacy Devices
Released 10/18/2012 for purchase from Drifter Store
Nerfed 9/10/2013 - Cooldowns/Use of Multiples
Legion Gear
Released 10/18/2012 as upper-tier Lockbox prize
Indirectly nerfed 9/27/2013 via DR curve changes (along with introduction of new gear type):
Vehicles - General
Released 11/9/2012 for Lockbox, Drifer store, Zen Store
Nerfed 3/3/2014 - Combat Speed (along with new purchasable upgrade kit)
Railgun
Released 11/8/2012 as top-tier Drifter Store item
Nerfed 3/11/2014 - Range
Incendiary Round
Released 11/9/2012 as top-tier Lockbox prize
Nerfed 3/3/2014 - # of Targets/Energy Cost/Taunt
Plasma Beam
Released 11/9/2012 as upper-tier Hover Tank Lockbox prize
Nerfed 3/3/2014 - Plasma Shear
For the record, the issue is not so much whether or not balance was improved by the nerfs. The question is: if you are going to offer gear/items/vehicles via microtransaction, more of an effort should be made into balancing them before release, not 6+ months down the road. And if items are significantly nerfed post-sale, perhaps there should be some kind of mechanism to compensate the players who are affected. Otherwise, players feel burned and will move on, which is not a good long-term strategy.

The target limit on gravity pulse was nerfed, I can't find the date.
And on FC.31.20140303.1 PTS Update
Gravity Pulse now has a 1 second recharge time between taps.
