Is there anyway to acquire lower level "help a citizen" missions?
I seem to be able to only get ones near my level even if I rescue citizens in a lower level area. I was under the impression that we can't outlevel missions in CO. Are these exceptions?

I don't think there is such a thing as a lower level "help a citizen" mission -- aren't they always scaled to your level when you get them?

I think the mission is the same whatever level you are - they just scale with your level.

You will only be offered citizen missions if they are relevant to your level. That was intentional. I think it's a +/- 3 level range.

There are set Help A Citizen missions for each zone and each level range. As Gamma pointed out, you can only aquire them if you are within level range of the mission (+/- 3). If you have outleveled a HAC, the only way to aquire it on that character is to have it shared.

Ahh, that makes sense. As an aside, the mechanic could use some tweaking -- it's always amusing to have someone run up to me in City Center and say he saw "some guys running into that building over there" and it turns out to be a sewer on the far end of Westside.

I want to see more of these and maybe not so hard, just to keep busy if they are lower xp ones. And it would be a better challenge trying new toys then to just attack gangmembers in the park, I had to try my new Frag Incindary Grenades of Black mamba on something.

I want whatever defensive passive that citizen is using... Citizens have the Blissful Ignorance passive. This passive works in two directions at once but in the same way. Citizens become unaware of the existence of any hostile mobs within line of sight and vice versa. This passive is so horribly over powered that even things like bullets, energy blasts, AoEs and conversations seem to miss entirely. Things going on across town aren't affected by this power. There is a weakness to this passive ability: People driving automobiles won't stop for you at crosswalks, red lights or stop signs. At the same time the citizen is completely unaware of that truck that's about to flatten them. Something about vehicles and being behind the wheel of one puts the driver in a state of mind similar to Blissful Ignorance but with an extremely high chance of being randomly buffed with the maximum allowed number of stacks of Enrage. It is believed that Mechanon is responsible for the flaw in the design as it suits it's plans of ridding the planet of the human race perfectly.

I think Honor Guard is sarcastically saying the devs were too lazy to spend time programming the background NPCs correctly.

Why do they have to run to you and give u missions when ur busy surviving. Its the wors thing that could hapen, specialy if ur up against a villain 3 levels higher then u and 4 of his hencmen )) and u suddenly get the pop up, u try to klick the conitinue button but u fail cosue u accedantly pressed several other butons and the popup disapears )) How many of u were in the same situation?
