At level 40 you should be looking at about 150-170 Str & Rec, Con at 250+ (about 300 personally).
Device-wise I'd advise packing a heal device, Amazing Grace, Nimbus of Force and Self Rezz if you can get them.
Comments:
Put Challenging Strikes on Roomsweeper but swap them out when you get shockwave and put them on that instead.
Be wary of using KnockBack powers in team/group/open missions as everyone will end up having to chase the villain down, knockup will work out better here. This is especially important in some Alerts, particularly Nemesis ones as the Nemesis won't have knock resistance.
