Ok, so I know squat about tanks. I've never made one in any game I've played, ever. And while I'm fairly confident I can come up with a passable dex/dps/dodging character in champions, I want something different for my second character. So before I really start trying to figure this out I'd like to know if this concept is even possible with champion's game mechanics (I've looked in several freeform guids and haven't seen this character, though I might haver over looked it). I'd like a character based on magic, Grimoire mostly (I'm hoping) but Tempest, Void, Inferno, or Glacier could work for needed powers. What I'd like is lots of AoE's (as non-stop as possible), the ability to keep aggro off team mates, and of course survivability. While I would love to do good damage, keeping aggro and staying alive are my primary concerns. I've read this forums.champions-online.com/showpost.php?p=1603429&postcount=1 and what WillBlack says about the dps powers and recommended circles, then later on with the dps reasoning makes some sense. I just dont know about the tanking part. So, can a magic, AoE'ing, tanking character work?

Any of the sets can do tanking fairly well, the key to good tanking is choosing the right stat combos and passive. Lightning Reflexes, Invulnerability, or Defiance are the three excellent tanking passives, with LR and Def slightly edging out Invuln. Constitution is practically a must for tanking, after all you can't tank if you aren't alive and you won't stay alive if you don't have the HP. Strength is nice for tanking though not strictly necessary, it will help you resist knocks and holds. I have taken Con and Int for my stats on most of my tanking build because I typically do ranged tanking. The AOEs available in the Mystical frameworks are very good for tanking purposes and I find I have had the best luck with a Darkness/Pet tank.
To make a long story short (yeah, I know, too late), yes, a tanking magic user is very possible.

Actually, that does give me something to go on, thanks. I just need to do more research, reading, and playing around with the championbuilder I guess. My only character right now (I dont include anything below 10th level ) uses Dex with lightning reflexes and Bountiful Chi Resurgence (w/resurgent reiki) for most of his defence, so this is 180 degrees in the opposite direction for me. I just didnt want to spend a week or more (with my work schedule, it'll probably take that long to come up with something) trying to figure out a character that was destined to fail.

You do not need dex for lightning reflexes since LR scales off your superstats. I would go with Con, for the large health pool, and either Int or Rec, for energy management.

My LR tank is now 31, runnin only LR/evasive/chi with int/pre SS (about 180 of both now) and can solo t-tower and burial caves. More aggro, more healing from chi, hp means nothing if it only goes down:) (not saying con is wrong, just..squishi:))
