Is my video card doing something funny or does the world turning black and white mean something in game?
It looks like I have the 1950's flashbacks when I am near a area that is above my current level.

Nope. Perfectly normal. Means you're within 50' (or maybe 100') of a zone boundary.

It's a really cool way for them to warn you that you're getting close to the boundary's invisible walls.

I would prefer that they just cut off the map when it stops that way I can see on the map where the end of the world is.

I would prefer that they just cut off the map when it stops that way I can see on the map where the end of the world is. Apparently they didn't like the way things just cut off in CoH, so this time around, they came up with that clever gray-out. That way they could keep the landscape going visually in an effort to be less immersion breaking. I thought it was pretty clever, at least. :]

I prefer having a visually relaxing warning that I'm about to reach the borders of the map instead of just bumping into an invisible wall or a big red bolded text in the middle of the screen.
