Well once more I gotta ask which powers do you think the Scarecrow will have? Sometimes you are very vague when it comes to specifics about builds. Do you have in mind Batman's enemy called Scarecrow?

Ah, Scarecrow! What an appropriate character for Bloodmoon. The sinister, sadist 'God of Fear' from Gotham. Making a build for him seemed like a fun idea! Of course, there's only so much you can fit into one build, so while it is a big gimmick of his to cause Fear, mechanically speaking it does very little here, much less for a melee DPS, so I veered towards the other gimmick; toxins. This was also bearing in mind the claws he has in some depictions!

This build will likely have a hefty energy bill, so extra amounts of Endurance might be in play here, but Dragon Rush with a Dex stacking build should take care of a lot of it. It'll definitely look like a cluttered bar, but the gameplan would just be a lot of taps with some full charges sprinkled in there. I'll test it out myself when I have the time, but I hope the framework helps out!
Update: Happy to report this build is completely functional! It does suffer a bit from Bar Bloat but as mentioned prior, single target involves mostly taps. Dragon Rush, surprisingly, isn't a major requirement--it's still needed if you'd like to avoid using your EB, if you don't have Distinguished gear, as each rotation slightly diminishes your energy pool. It is weaker if there's no Bleeds, so you could take a different AoE such as Frenzy to apply bleeds and be a general AoE, but I wouldn't say it's a dealbreaker.
This could be a keeper!
