Energy may be an issue at the start, but it's one that naturally goes away as your build matures.
It should have been more manageable by the time you get the Force Sheathe advantage, slightly improved, when you get Enrage, then much improved by the time you get Molecular Self Assembly and all those powers that have cooldowns, and almost irrelevant when you're at 40 and geared.
With Intelligence as a SS and MSI there, IMHO it's sub-optimal to put any more emphasis on Energy, because that's an opportunity cost for more useful powers.
An example is Electric Sheathe. IMHO, Ego Surge >>> Lock & Load > Ice Sheathe > Electric Sheathe. Regarding the Devastator versus the Savage as Innate, I prefer Dex to End as at least Dex can help crits a little bit whereas End isn't even that useful as an Energy stat.
EDIT - Endurance doesn't raise your equilibrium unless you take it as your Primary stat AND put specialisation points in a certain way. Are you sure you're not thinking about Recovery? Also, you shouldn't be using your Energy Builder much by the time you get Force Sheathe.
If you really want an alternate Energy solution, I'd look at Aura of Primal Majesty, a slotted passive. But there are major trade-offs and I don't advise it.

Regarding the Bloodhound Open Mission - I know it's not a big deal, but it was a frame of reference, so I tried it out.
I took a level 40 melee Archetype, geared with just ordinary Heroic-level Gear, nothing more than Rank 5 mods (i.e. the standard loadout). So it's worse than what your Freeform build will be. Obviously, I went solo, no tricks like using Vehicles, though I did bring health potions.
I too had a problem. It was the Timer. With his regen, I couldn't take his health down fast enough, maybe if it was 20 minutes it'd have been fine. I think this would take at least 1 maybe 2 more people just for that last fight. It's been a long time I did this Open Mission, I could see how it's challenging with a Behemoth and what sounded like an Invincible.
This is an outlier. I think even with the Cosmic-level bosses, you'd be fine as there are at least no Timers. Even the giant Mega-Destroyer robots, you'd be fine solo as it has a 25 minute timer or something.
UPDATE - further went in with a Freeform this time, same conditions, solo, no vehicle, same level of gear (Heroic-level, Rank 5 mods). Very similar build to yours, but ranged with 2 Gun Mojo. Beat it by myself with at least 4 minutes to spare, am embarrassed I had a problem with the Archetype. In this case, I think it's due to the advantage of Ranged over Melee; I ran circles around Bloodhound, pwn'd him no problem.
I think early on in this conversation I mentioned Theme isn't the issue, Melee is. This incident was a strong reminder of that, even to me.
