Hiya, welcome! Congrats on getting a Freeform, and well done actually making your 1st build. I was in your shoes only 1 year ago, but I played Archetypes for 3 years before that, so I remember what it was like and I can help. With this build, you'll easily be able to solo stuff, as well as doing Rampages, and farm most efficiently.
With that in mind, my biggest learning was this: the ways that Archetypes are built, with all sorts of attack powers, is actually very inefficient and a little ineffective. You ever only need to use your very best moves, like an Area Effect attack and a Single-Target attack; all others are redundant. Then the rest are self-buffs to help your survivability and damage.
(As Bruce Lee said, he's not afraid of someone who practices 1,000 moves once; he's afraid of someone who practices one move 1,000 times.)
So here's the build I suggest, to be used in Ranged DPS role:

Level 6: Ego (Primary)
Level 10: Constitution (Secondary)
Level 15: Intelligence (Secondary)
These are the more optimal Superstats. EGO for DPS, Constitution for survivability, Intelligence by itself is sufficient for Energy Returns, -but- you can replace it with Recovery.
However, before you get to level 15 and Intelligence, for leveling lean towards more Recovery gear. There's tricks to manage your Energy below.
Level 1: Wind Lash
Level 1: Stormbringer (Rank 2, Rank 3)
Level 6: Hurricane (Rank 2, Perfect Storm)
Level 8: Lightning Arc (Rank 2, Rank 3)
Well done on choosing a good theme with great powers. It happens that Wind/Electric has top tier AoE and Single-Targets, plus gets them early on. Many other builds have pre-requisites, so they'll have to wait before they feel complete, but not you. By the time you face the weapon maker guy in Westside, you will have a very good feel of your attacks.
Playing Tips - these are maintains, so you just hold down the button and villains fall, but you do -not- have to hold them the full way. In fact, with Hurricane, you do -not- want to do that -usually-, because it has Knock Back effect on a full maintain. Knock Backs are annoying in teamplay like Alerts for others, right? So for Hurricane you want to stop short, okay?
And at the start, both of a fight and in leveling, you actually want to stop just a -little- over halfway, here's why...
Level 11: Concentration
Level 14: Overdrive
Concentration is the toggle for Ranged DPS, every time it triggers you get a stacking buff to do more damage, while giving you a burst of Energy. Overdrive is your Energy Return, every time it triggers you get an Energy Return benefit.
Playing Tips - They are -both- triggered when maintaining a Ranged attack -just- halfway. By doing half-maintains rather than full ones, you can charge up these benefits twice as fast. When you get all those benefits (Concentration stacks up to 8 times and Overdrive up to 3), then you can maintain fully. It's a very simple trick, but it's not just knowing which powers to choose, but how to use them. So imagine, holding down the button just over halfway on that meter, letting go just for a split-second, then holding down the button for a half-maintain again.
Level 17: Ebon Void (Rank 2, Rank 3, Voracious Darkness)
A good Block. Xstorm and I have a preference for Force Shield for the Force Sheathe advantage, where you just tap block then go on attacking, as the Force Sheathe advantage gives you a lingering (weaker) Block effect for a few seconds, which has the benefit of giving you a lot more Energy as well. Try toying with both.
Level 20: Masterful Dodge (Unfettered Strikes)
Level 23: Unbreakable (Better You Than Me)
Level 26: Conviction (Rank 2, Rank 3)
Level 29: Ego Surge (Nimble Mind)
This is the -new- Standard Package, a common toolset that many good builds share now. Masterful Dodge and Unbreakable are Active Defenses that last for about 15 secs to make you near unkillable, with advantages here to increase you damage. Please note you can't activate them at the same time...which is a good thing as that'd be a waste. Conviction is a good self-heal. Ego Surge is a Active Offense, use it to do more damage whenever you can.
Btw, previously, people would include the Heal-Over-Time power called Bountiful Chi Resurgence (BCR), but that's no longer optimal due to its being nerfed by the Dodge nerf, plus it reduces your DPS by 10%. Be aware a lot of people would still recommend BCR, and it -was- really good before, but not now.
Level 32: Rebirth
Level 35: Resurrection Serum
By this point, IMHO you'll have everything you need, and the rest is just "nice-to-haves". A self-rez and team-rez are very, very nice-to-haves. With that, not only will you solo stuff as you planned, but you'll be able to carry a team. In things like the Gravitar or Fire & Ice Rampages that you unlock at level 35, where you can't respawn into the fight, your ability to rez yourself and others will be appreciated.

You mentioned Gigabolt, but you may never need to use it, because I found Hurricane and Lightning Arc, combined with your other buffs, make it irrelevant. So I don't know what you should take here...but I think you'll find out for yourself by that time
Travel Powers:
Level 6: Acrobatics
Level 35: Flight
Now, these are very optional. I suggest Flight because it's both practical and thematic for an elementalist. In fact, I would suggest taking Flight 1st, because in Alerts while leveling, the biggest source of spike damage is probably being Knocked Back. With Flight, you don't get Knocked Back; you get Knocked away mid-air and don't take that ground damage, plus it gives you a little bit of safe distance to assess the situation.

IMHO this is a very solid build for all the current game content. Its power comes from its solid foundation, your signature powers you get by level 8, Hurricane and Lightning Arc. Then you'll get it to run real good by level 14 to 15, when you have your Energy Returning powers of Concentration and Overdrive, plus your Energy Mgmt stat (with ATs, you don't usually get these 'til level 25). Then everything after is just taking the Best-of-Breed powers to enhance that (like, for example, the Ego Surge active offense power works better than Electricity's own Electric Sheathe IMHO).
While playing, just remember the playing tip with these maintain powers, you don't need to maintain them all the way. In Hurricane, you usually want to stop short to avoid Knockback during teamplay. Then at the early levels or early on in a fight, you want to maintain just halfway, then let go and maintain halfway again, just to trigger Concentration and Overdrive fast.
