G1 also publishes Warframe, right? And there was talk of a PWE acquisition? My guess, this isn't about Steam. It's not even about APB. This is about Warframe (and other future games), with all this as a practice run.
The trend with several MMO devs/publishers now is, "let players leave our game to try another game OF OURS." There was a time when people thought MMO was this ever-expanding market, that both existing hardcore and new casual would all play MMOs (WoW introduced MMOs to a lot of new players in its 1st few years). It turns out, for the last few years, there's around 20 million MMO players at any given time. When a new MMO comes out, it draws players from other MMOs; it's ROUGHLY a zero-sum game.
(In fact, it's not just MMOs, it's any game. Which is why PWE has ARC, EA has Origins, Ubisoft has uPlay, SOE has All Access.)
People simply want to try new things after awhile. PWE's hope is if you leave CO, you go to STO or NW (which is what a lot of us here did). Or if you leave STO or NW, you try CO for a bit. And when you get tired of that, you try G1's games. And people who try G1 game, perhaps they'll consider PWE's games. Like a rotation.
Now, you all know this, because you tried ARC loader (and hated it), but you noticed how PWE advertise its other games for you to try there.
The unknown is if what I'm guessing is right, that they're doing this as a trial run before they do something with their current big hit, Warframe. They don't want to gamble their star right now, so they choose APB as a test balloon, float it, see where it goes. My guess if in a few month's time, unless things are disastrous or they're busy, they'll introduce Warframe to ARC, shortly before a much more formal partnership or acquisition.
Finally, I tried APB. I didn't like it. It's like a re-skinned WoW that wants to be GTA4.

That makes a lot of sense. I had heard about the whole Warframe panic and how many of their players were trying to organize large scale boycotts against a possible PWE buyout, but I never made the connection there. That makes way more sense than trying to take on Steam. I guess the comment by the G1 dev made me think in the direction of competing with Steam.
And yeah, I didn't like APB either. Too many people aim hacking and dethreating into lower districts. I was a bit surprised to see the game is still around though. Made me a bit curious on how it lived this long.

I guess the comment by the G1 dev made me think in the direction of competing with Steam. Absolutely, I thought that was an interesting remark by them. It gives them political cover, like "aren't you just cosying up to PWE for a merger/acquisition?" "No! We just want Steam to get some healthy competition!" It is also flattering to PWE and Arc to compare them to Steam and Valve, gives them face. We're basically watching 2 game companies fellate each other here with their compliments and promises of partnership.

I dunno though; steam is just awful, it's very buggy; and it's a massive resource hog. I will never install it. And I find it's always better to use the default loaders that come with the games, than to use the 'platform' company loaders like arc. Which is also a grubby resource hog.

XS I hear you, some of my Steam games don't even work at all! But the question would be if these Steam alternatives they are talking about are going to work better, because if they are going to be another bug fest then there is little point for anyone to move over to them. However, competition is always useful, so these emerging competitors might force Steam to up its game by offering better deals, and better service.
