Evacuating my thread from soon to be PWIsed official forum. ;D
Mostly military/tech oriented ones, though other characters will be added.
Vermilion:
"Dear diary, maybe I am a monster... But monsters are needed to keep other monsters in check."
A cybernetically enchanced soldier, Svietlana has been delegated to the UNTIL service, thus becoming a part of the Russian contingent in the UN organisation. She is fulfilling her duties as best as she can, but also has a fair share of her own dirty secrets - because she fights not only as an UNTIL operative, but also kills in her own war against crime.
When not on her duty, Svietlana is acting as a masked vigilante and ruthless executioner known as Vermilion. This dagnerous game of deception may cost her dearly, but she's driven by need for justice and a personal vendetta.
Vermilion is very cold and practical person. She has no qualms about executing criminals and terrorist by sniping them, and certainly couldn't care less about moral implications of using explosives or poisons as long, as no innocent people are endangered by her actions. She's striking from distance and shadows, giving her opponents no chance of fighting back.
After all, in her view criminals aren't even people.
They are the mission objectives...
Main costume - this one represents not the powered armor, but rather a kind of advanced bulletproof suit. This isn't even her property. "Awrora" suits were designed for the enchanced soldiers from her parent unit and she's issued with this equipment only on her official duties.
Old vigilante outfit - her first masked costume which is now rarely used.
New vigilante outfit - much more practical than the old one, this one is also made from the conventional and easily replaceable equipment parts, which makes very important factor for any outlawed vigilante.
Nemeses:
Cyan:
"Show me the money and i'll show you how they'll die."
Her first nemesis, Cyan is also her multifarian counterpart. Unlike Vermilion she's completely egoistic and greedy mercenary working for the highest bidder - most often for the other supervillains.
She has exactly the same training and abilities and the only real difference is that Cyan's enchancements aren't cybernetical implants, but were genetically engineered.
Currently Cyan is imprisoned in the Stronghold facility.

Lord Haywire:
"Lord Haywire yields to NOBODY!"
Haywire began his existence when a group of the ARGENT engineers used remains of the crashed X'endron probe, in their attempt of producing advanced robotic unit capable of fighting superheroes. Being unable to design and produce of such higly advanced and self-adaptating synthetic brain, like these of destroids or Mechanon's forces, researchers simply copied X'endron cerebral structure to their own project.
Not very surprising, but it didn't ended well.
The final prototype became not only sentient, but also self-aware. He slaugthered all the researchers, seized this research facility and dubbed himself Haywire.
Lord Haywire has no knowledge about the X'endron Network and even if he knew, he probably would't care. He feels no connections to anyone except himself and his mechanical offspring (unlike Mechanon or Dr. Zerstoiten, Haywire likes his robotic mooks fully sentient and with free will, because he believes that only subordinates capable of independent reasoning are really effective).
Haywire's goals are simple. He wants to be safe from being reprogrammend and forced to servitude, and for him the only logical solution for this situation is to subjugate everything that may be the threat for him - which literally means "anything sentient on the planet".
Haywire is a fledling master villain, he doesn't yet have enough bases and resources, but he's persistent and very patient.
First incarnation - "Prototype Haywire" - his first body, exactly like he was in the beginning of his career - and exactly like he was designed by the ARGENT. No longer existing, this core frame was completely rebuilt with the newer technology. It was based on the improvement of the standard ARGENT contraptions.
Second incarnation - "Lord Haywire" - this used to be his signature body, retrofitted with technology scavenged from Mechanon and other factions.
Third incarnation - "Terminal Haywire" - after his various plans were foiled thanks to the certain UNTIL operative, Haywire decided that he needs to be better, faster and stronger for dealing with such pests.
Thus, Lord Haywire was no more and the Terminal Haywire was born.
Though this "faster" part wasn't exactly realised due to the sheer weight of the new improvements, this is certainly his most advanced body.
Built on massive skeleton and covered with thick armor made from advanced alloys and reinforced with questionite fibers, it's also heavily armed. But the greatest masterpieces are the brain chamber and power unit - both are protected with additional armor reinforced with neutronium net.
His power unit is the one technological marvel on its own - after researching the stolen neutronium samples Haywire was able to split it's molecules and now he's powered by nothing less than the neutronium reactor. In theory he could stay active for centuries by running on only one ounce of this metal, and he's already stealing neutronium whenever he can find it.
Haywire's current whereabouts are unknown.
The Crimson Garnet:
"Oh shut up. I'm trying to work here..."
The Crimson Garnet is mercenary and terrorist for hire of the mixed, Chinese-American, origin. She's a very calm person but it doesn't make her any less lethal - while she's rarely cruel and has a certain sense of honor, she has no qualms about killing and endagnering innocents. After all, it's nothing personal - money talks.
She's master archer and her weapon of choice is an andvanced bow along with high-tech custom arrows.
Her current whereabouts are unknown.
