The wiki says, regarding the Tier 4 powers:
The Tier 4 powers were introduced with the Champions Online - Revelation patch. There are 6, one for each Framework. In order to get one, you need to have 10 powers within that power group, and complete the Vibora Bay Apocalypse with that character.
Fair enough for Gold accounts... but there's a potential hitch when it comes to Archetypes, because not all of the 11 powers for each Archetype come from the same Framework.
Behemoth: 10 from Might, 1 from Power Armor Blade: 6 from Single Blade, 5 from generic Martial Arts Glacier: 9 from Ice, 2 from Power Armor Grimoire: a mix of generic Sorcery, Arcane Sorcery, Primal Sorcery and Ebon Sorcery depending on power choices Inferno: all 11 from Fire Marksman: 10 from Archery, 1 from Might Mind: 8 from Telepathy, 2 from Telekinesis, 1 from Radiant Sorcery Soldier: 9 from Munitions, 1 from Might, 1 from Power Armor
If a Silver goes through Vibora Bay successfully, does he/she get the Tier 4 power immediately (since they'd have 10 powers from their power tree at that point, being over level 32), not at all, or not until they get a 10th power from their specific framework? If the latter is the case, does that mean Glacier (for example) is disqualified since they'll never have 10 powers from Ice simultaneously?

The good news is that the powers only have to be inside the same framework. That means that generic shared powers (Sorcery, Martial Arts) count toward the requirement. It also means that The Soldier and Mind are valid.
As to whether or not you can actually get them, I believe that an AT can't acquire them at this time, even if they're eligible by having 10 powers. They don't show up on the list of powers in the progression, so I'm fairly certain they simply can't be taken as a result.
I wouldn't be opposed to allowing the eligible ATs to have it as their 12th power, but this may cause problems with ATs that aren't eligible feeling denied an extra power.
The good news is that none of them are really that spectacular. They range from bad to occasionally useful.

Not even subscribers get a Tier 4 power for free. It still takes up a power pick, and for the most part the Tier 4 powers are a waste of a power slot.
