I didn't assign any ranks to the powers here (despite having taken them in game for now) because I'm looking at seeing what people would suggest and why. My plan behind this build? Well, the toon is all about shooting things with varying types of weapons. She's all about staying away from her enemies and as such I open with Gatling Gun or Sniper Rifle (ideally of course) and then proceed using the range of other powers left to me. She's all about being able to phase in and out, striking from wherever she needs to once the initial shots have been taken, or on large groups of smaller thugs just mow them down with her Gatling Gun. Lastly, I don't know why I took MSA for my Energy Form. I really don't. Perhaps I'm just used to it's mechanics, I couldn't tell you. It's not ideal, I know this, but I did find the 4 second c/d on Killer Instincts for the energy return to be a royal pain in the butt sometimes. Edited for some spelling.

I thought forms, like the form of the tempest, were for melee damage buffing.

Not too much of a build scientist but I have played with Munitions builds a lot and I can already see some issues with this build. Firstly, Killer Instinct & Form of the Tempest should sort the energy problems fairly nicely. Slitrobo - I guess they had melee in mind as they do buff melee but they work well with other sets particularly for things like energy return on crits like Form of The Tempest Quarry & Lightning Reflexes makes two slotted passives when 'there can be only one'. I'd say Quarry fits your concept better. Conviction & Resurgence are both heals and you're rocking Bountiful Chi Resurgence as well so that makes overkill! I'd try holdout shot with R2 & Stim Pack Adv as that will give you a thematic heal over time. Bountiful Chi Resurgence works best with Lightning Reflexes so I would look at dropping that and one other of the heals. I'd look at Smoke Grenade and maybe Rocket Launcher (yeah sniper's better but rocket can tap) I know Kenpo's working on a sniper (OBL Hunter) build that might be useful to you - you should be able to see his power from his character page.

I have a muni character I haven't finished leveling yet but I just threw this together:

Gunslinger Submachinegun - rank 3 Quarry - rank 3 Killer instinct - msa might be better though Lock n load - rank 3 Breakaway - microfilament wire sniper rifle - rank 2, tungsten rounds(awsome) masterful dodge - unfettered strike bountiful chi resurgence - rank 3 retaliation - punitive pummeling lead tempest - rank 2, tread softly frag grenade - incendiary grenade holdout shot - stim pack smoke bomb - concussive escape
I've only gotten her to level 20ish but I plan to finish her someday.

Some ideas:
1) You have a lot of overlapping powers here. If it's a theme of an expert in every firearm I understand. Otherwise, you might want to drop some powers. Assault Rifle and Gatling Gun are overlapping for your 100' power. Sub Machine Gun and Gatling Gun are overlapping for ranged AOE. Lead Tempest and Sub Machine Gun are overlapping for close ranged AOE. If you were looking to include something else in the build and were tight on space this is the first area to look at.
2) Unless you plan on popping Conviction and BCR all the time (hint: don't for BCR unless you need it, otherwise you are gimping your damage) I wouldn't use MSA in this build. Since you have so many rapidly ticking powers and you are using Quarry to buff INT and EGO I'd run this as a 3 stat build and use Killer Instinct as the other energy unlock. I know it has a 4 second cooldown as opposed to MSA's 3 second cooldown but are you going to consistently keep BCR running and coming off of cooldown for that? Or conviction? That's a playstyle decision.
3) I'm going to assume Tempest Form is in there for the energy on crits. That's a good pick.
4) I see resurgence but nothing to suggest you are planning on stacking CON. You might want a different power pick there. If you are planning on Gearing for CON that's another story which leads me too...
5) No ego surge w/ advantage? I am disappoint LOL
6) Quarry of Lightning Reflexes. Pick one. If you're doing a dual passive build to switch to depending on how the fight goes don't pick two that work off of the same defensive mechanic. If you want dodge, gear and talent up your quarry for dodge and use different buffs to help out such as Evasive Maneuvers, dodge gear, flippin' advantage on the swinging travel power (if you like swinging).
7) Smoke grenade w/ advantage. Open with sniper rifle, when mobs aggro from that smoke grenade them to make them forget you are there. Snipe them again.

Great feedback, Kenpo. Definitely appreciated. Now, I realize I made a goof up with my power selection on Champion Builder. I took LR when I meant to put in EM or MD in its place. oops. Anyways, yeah thematically it's about being talented with munitions, however I will not willingly sacrifice capability for style since I do like to play my charachters well. I'll be making a few switches to the build for sure, Resurgence has been less than useful and I think MD would be the better choice (since I took EM in game and forgot to post that here due to my listing LR instead) I like GG more than AR overall, I admit, but I'm not sure I'd switch out AR for something else (mind you, for performance sake if it makes sense to replace it with something else I am game and always open to comment). SMG for sure, I find I never used it for anything. Ever. Any suggestion you might have would be great actually since I am stuck on what to swap it with. Smoke Grenade? Strange, I never considered that...but thats why i ask things like this Ego Surge...hmm...never considered that. I'm not stacking CON as a third stat, actually, so suggest away for other self heal powers. I admit this toon is squishy.
