AoPM accomplishes a lot in this build, though the STR component is not significantly used. Empathic Healing & SS PRE makes this a support build, but it doesn't have to be (for example, change to SS DEX/STR, replace Empathic healing with Enrage). It's another PvP Stronghold/PvE build. Opposing toons have a lot of trouble with Turrets/Leaders when I follow my shields with the minigun/chestbeam debuff combo. My level 40 Envy is a variant of this. AOPM gives this build : 1. Offense - Energy to power the PA spike, DEX crits. 2. Defense - energy for IDF, points in CON, PRE for Protection Field and Bionic Shielding 3. This is right up my alley as I had made a build ( in as much as a new player can make a build at any rate ) built around this concept. Not to hi-jack, but since you have experience with this build idea would you mind taking a peek at what I came up with? I went a different route than you, but the core is much the same. That should work well. Shoulder Launcher and Minigun compete for slot, but apparently if you activate both back to back they will both turn on. And/or you can just use Shoulder Launcher as an alpha.
Even with Enrage, I'd be inclined to push DEX, maybe even SS DEX/STR. Check out the difference in the energy savings INT gives you at 180 and at 300 - it's probably very little. So with the right gear you could push DEX/STR and still get around 180 points in INT/END.
I'm not a huge fan of combining Enrage and Howl, unless it's for theme. At rank 3 enrage, you will probably have enough INT and CON to keep it up permanently. If you do drop a power, Molecular Self-Assembly would give you a lot of energy.

Excellent info, thank you kindly. My newness to the game has reared it's ugly head with Howl. I wasn't aware that Enrage could be perma and thought I'd be well served with another way to stack it. The idea was it could also lend a stack to the party much like Aura of Primal Majesty lends to the party. This is, however, tempered with the fact that I've only got a level 20 as my highest Hero thus far. Working knowledge is spare, to say the least. You are correct about Rocket Launcher being an Alpha while solo, or, aggro permitting more in a group. About dex, is that for the crit chances it gives? Intel also improves the speed at which powers cycle as well, no? My thought with that was getting the power management/healing abilities on refresh as soon as possible. Again, not a great deal of working knowledge going here, just theorycraft at this point. Thank you so much for the advice, I'll plug it in and give it a whirl.

INT and ranks reduce the cooldown on Enrage, while CON lengthens its duration. So at some point those three will combine so you can keep it up permanently.
DEX gives crit chance, and crits are a real damage multiplier, not a simple +%. And since with AoPM you will already have points in DEX and EGO, pushing it can give you some serious damage.
The INT cooldown reductions are nice, but I once you can keep enrage up, it looks like you're only using that feature for the active offense and defense, which isn't going to be the same value that you'd see from another stat.

Here is what I retooled to last night. I made 8 very fast with him before I called it a night. I had to move Protection Field back because I didn't have the energy to use it at 6. That is reflected in the new build. I also took flight as it fits my theme/costume a bit better ( antigrav belt ). Also changed was making Power Gauntlet a debuff by way of crippling strikes and adding rank 3 to enrage. I had to steal the points from flight so slo-mo will be my reality. Finally, I changed one of my SS' from Int to Dex and retooled the talents accordingly.

That's going to be a real pain to level. You may have to temporarily take an aoe like Crushing Wave to get you through early PvE content.

Yeah, it's light on damage until 17 on. To be honest, this game seems pretty easy to level in. I've not found too many instances from 1 - 20 that were alarmingly difficult. I guess years of MMOing help in that regard. Putting an AOE or FA power in at 14, then taking it out at 17 is a real possibility. I like the Crushing Wave / Turtle-energy regen / Crushing Wave bit. My first toon ( heheh a coupe weeks ago! ) was a force powered tank attempt. It just didn't feel right play style wise for me, but that combo was golden.
