IR generates energy on every tick from lightning arc.
ball lightning does not activate the negative ions to do anything, so i do not believe it will generate any additional energy, but i could be wrong on that.
i dont have any hard numbers on this. but the following attack rotation seems to draw the most agro, so im guessing that means it is doing more damage:
lightning arc to finish (with negative ions, you will be regenerating energy) full charge gigabolt (consumes negative ions, gives a huge chunk of energy in return) full charge thunderstrike (puts negative ions back on) cast ball lightning repeat
i generally stay out of melee to avoid AoE, otherwise you might be able to add sparkstorm to the mix

Alright self tested it myslf.
IR generates at every tick. Even the tick from Ball lightening. On the good side Ball lightening apply neg ions. And also generates energy.
My build would most probably be
Level 1: Electric Bolt (Ionic Infusion) Level 1: Lightning Arc (R2,R3) Level 6: Teleport (R2, R3) Level 6: Sparkstorm Level 8: Electric Form (R2, R3) Level 11: Thunderstrike(R2 , ionic compression) Level 14: Electric Shield (R2, R3) Level 17: Ball Lightning (Triplicity) Level 22: Ionic Reverberation (N/A) Level 27: Electric Sheath (R2, Matter – Energy Union) Level 32: Lightning Storm (Stolen Thunder, Nailed to the Ground) or Invocation of Storm Calling (R2, R3) Level 35: Travel power of my favour.(R2 , R3) Level 40: Gigabolt (R2, R3)
Works well in PVP n PVE. I find that Tempest doesnt need crip challenge since most ppl already have it. Might as well pump it to R3 and take them out faster.
Also Ball lightening doesnt really need to be R2. Could spent it at Shield to R3 it. depends on playstyle since Ball lightening doesnt really do good dmg. Its only another energy generating skill.
Sparkstorm doesnt really use it much other then for fun or KB when targets are really close. Then again KB appears to take longer to apply when you toggle it. ( not sure abt this )
Thunderstrike is a GOOD alpha attack. with ionic compression it roots running target. for 12 full sec. Making them a need to mash Z if they wanna run away. During that time you can Lightning Arc them to death. In PVE with R2 it one hit kills almst all Henchman.

In PVE with R2 it one hit kills almst all Henchman. unfortunately, each tick of damage the target receives reduces the duration of the hold. so between lightning arc and ball lightning, i find you are lucky if it holds up for 4s.

hmm. not sure about shorter root or not. But apparently im doing great in PVP. Against those who dont have TP. I just Thunderstrike them. which deals around 1.2k. and Roots them. After that just lightening Arc. before they could move they were already dead.
Then if root isnt your type you could go R3. R2 thunderstrike dmg is already amazing. even when your target is a FF. I say with the 10sec CD. its totally worth it.
Edit : adding on. with root. They have to mash Z. with in terms means they cnt block.

I went science, and it hasn't disappointed me yet. The thermonuclear reactor gives +77 recovery, so you don't need much after that to get up to the 200-220 threshold of diminishing returns.
Not saying it is the best for the tempest, but I havent regretted it.

Hm, I'm deeply sorry for ressing this topic but, I'm still completely confused when it comes to the new On Alert patch and its features :T
I'm just don't know what to do after the skill reset ... Should I keep building it as I did previously, based on this thread, or should I do something else?
Is the build system still the same? xD
Sorry for all these questions but, I'd really appreciate any kind of help :') urgh, completely lost ...

Ohh, thanks a lot for the specialization tree!! Pretty solid ;D Didn't see it in time, so some small things are different Hm, now I just came to wonder.. will that new form make any difference for tempest? I'm following this topic's build, so I'm afraid to retcon already without having any idea about what to do, heh. What skills to choose, ranks and so. Is this concentration any good? Temp was pretty much of a monster glass cannon before patch, don't know if this may change anyway Thanks a lot! EDIT.: Well, I followed the same build, but now with rank 3 Concentration. The only downside is that both of my Travel powers are on rank 1, and so the shield (Tbh I hardly use it). Is it ok to roll the build like this or I should keep Conc. at rank 2 and get one of the TPs to rank 2 as well? TIA! EDIT 2.: I tought about not leveling Concentration at all and getting shield to rank 2. Then it will be possible to have a rank 3 TP.
