Not necessarily.
Golds can make both Freeforms and Archetypes. Their archetypes will be no more powerful than a Silver's archetypes.
Freeforms are another story. Because the power selection on a freeform is totally open, it is possible to make a freeform that is immensely worse than an archetype, because archetypes are designed to be functional for their purpose no matter what. I have seen this happen before. While the Archetype won't let you make something terrible, there's nothing stopping a player from making a dysfunctional freeform.
In the hands of a knowledgeable player, on the other hand, it is possible to make a freeform that is significantly more powerful than an archetype by exploiting the synergies across all power sets and "cherrypicking" the perfect powers. In that respect, yes, it is possible for Gold players to make more powerful characters. Full customization is what they're paying for.
Now, don't let this discourage you. The Archetypes are pretty well designed, specific to their purposes (Tanking, Damage, or Support). The use of Advantage Points and the couple power selections that Archetypes get can make a world of difference in how they perform. Glacier and Behemoth can be made into high-durability damage dealers, Grimoire can be made to deal significant damage while aiding the team, and the likes. You can twist an Archetype in a notably different direction with proper setup.

am not sure about this.. but from wiki it suggest that freedom build get 3~4 power more then Archetypes...freedom get new power every 3 level, while later level of Archetypes get every 6 level instead..

This is true, but Archetypes don't necessarily need more powers, cause they fill their purpose.
I personally think freeforms have too many powers at times.
EDIT: Strangest. Typo. Ever.

I personally think freeforms have too many powers at times. This is true. I have some concept characters who I wish I could pick even more powers for, for concept, but when it comes to what I actually need, I am always given more powers than necessary.

Silver gets 11 powers, Gold get 14! And they can pick whatever they want, so they can have a healing tank for example.
Damn it I want a healing power for my behemoth! Argh!!

Get a Mind or Grimoire to back you up, and you'll be one happy Behemoth. Being in team with one of 'em will raise your stats (grimoire) or defense (Mind), too, so what are you waiting for?
Really now: all an AT could complain about is being slaughtered everytime it enters the PvP arena... But it so happens that Cryptic has made there be an AT only arena, which lets us choose wether we want to face against freeforms or not.

my thng is tht i feel as thgh we shld b able to pick different powers to fit a certain type of hero...example an ice/electric/darkness avenger..sort of like COH/COV it becomes frustrating whn u cant make the type of hero u want due to the fact tht we are "Silver players"...there shld b certain power sets under a specific type of hero...like Avenger would have darkness, fire, ice etc powers..

Well you can, you just have to pay for that privilege though. That's what Cryptic is currently dangling in front of people. Want to make that ice/electric/darkness avenger? Pay up. Barring that plans are to keep mixing and matching and making more AT's...for sale.

It seemed as if the coloring of powers were going to be for sale during Beta, I wonder whatever happened to that... O.o
Anywho, selling one-power coloring or a more expensive all-powers-at-once coloring would be logical... to me.

Its like any MMO, you have your classes to pick from. They just offer you to pay to set up your own class. But there will be a lot of new playing players who will screw up the set up a lot probably. If a player is experienced enough to know how to set up his character just right to get that extra boost, they deserve for investing the time. There money is helping me play free lol

that comment would be true if CO was like MMO's, it's not. I play several, and the basic mechanics are the same. However, feel free to explain exactly what aspects you mean if you want to discuss it.

Thats what I was meaning, its foundation is in with most normal MMO's, at least with f2p. Adding a superhero twist on it has plenty of its complications, but then again I think thats the majority of the discussions we have here lol
