Anyone got advice on how to create a character background and nemesis background? I've been reading all the awesome stories here and wishing I could write something like them, but I'm lacking inspiration.

I didn't write one right away. I was around level 19 before I wrote a background. My advice is get to know your hero for a while and maybe you will become inspired, it worked for me.

I'd start with something that 'grabs' you about your character and roll with that. I knew I'd roll a healer, on silver that was a mind, I wanted an angelic healer and the moment I had the name Angela Gabriel that informed everything else. As a mind she had telepathic powers which don't fit the Angel mold, how did she get them? Answer: possessed by an angel who unlock the Telepathic part of her mind. How did the angel get there? Answer: the angel has her own demonic(?) nemesis What's the story there then? Well Angel & demon were angels together but in an inappropriate relationship, Demon fell when Satan rebelled but didn't side with Satan (was trying to get angel to follow her) so fell with Therakiel. Eventually joins Satan and blames angel, attacks angel causing angel to lose her grace and ending up possessing Angela Gabriel. My char is a mind called Starbird. So far, I know I want something like X-Men, where the chars are born with their powers and some stressor brings them out - sometimes the angst of teenagehood is enough of a stressor.
My nemesis is a mastermind single-sword named Crimson Knight; I figure he's a bit of a nutcase. He thinks he's one of the villain knights from Arthurian legend. He wants to overthrow King Arthur, even though he's not sure just where Arthur is. I'm still trying to figure out why he's obsessed with Starbird.
If anyone has any suggestions, I'd welcome them.

Hmm. Your "lack of inspiration" thing can be used as a good supervillain backstory. Remember why Light Yagami became Kira? It can also be used as a superhero backstory as well. Imagine a noble and well-intentioned person looking for a purpose and inspiration in life, driving him as a hero to search for answers to his question. You may then write up a story with those ideas as your foundation. How's that for a background story? I suggest you also watch some superhero movies so you can get ideas and throw it in to the idea I've mentioned above. With your current hero and nemesis as prime examples, I guess the good reason of Crimson Knight's "obsession" is when they met the first time and your Crimson Knight became thrilled on their first encounter. Perhaps Crimson Knight has become bored and uninspired with his previous capers and when he met Starbird he regains the villainous drive which he has lost since Arthur's death (he should know that as long as he has read Thomas Mallory's Le'Morte). The lack of inspiration is also good for Starbird's story especially with the angsty childhood. Decided to take a superhero career in searching for inspiration and the drive not only to exist in the world where he is, but also to live. Let's add a little more depth to your villain's motivation. Maybe it's not Camelot which he is seeking after all when he decided to oppose King Arthur. Maybe he's really bored from the start and he just wants a rival to screw over, with taking over Camelot as his motivational excuse. Then Arthur's death in the hands of Mordred causes the Crimson Knight to lose his drive and sanity. Sorry if it's a bit complicated.
