It does seem weird, but this might not be a bad thing.
In the specific case regarding the most recent SNR, TrailTurtle posted on the NW forums. The reason is apparently because NW was under attack (probably DDoS) by spammers, in retaliation for them cracking down on spambots. CO and STO were like bystanders caught in the crossfire.
In more general terms, I think the CO Devs at Los Gatos are actually reaching out to the COmmunity directly. The Devs, to their credit, actually seem to read and sometimes reply to what's going on. This is IMHO a better model, to make sure ideas on both sides get through.
In the end, I think TrailTurtle's role covers multiple areas, including being the network admin. Considering things that are causing the SNRs seem mostly be their ISP (based on both your and my traceroutes) and spammer DDoS retaliatory attacks, I'm happier that he's fixing those issues rather than posting about them.
