I was wondering where to get the best gear for end game? When I watch videos on YouTube and read Champions Online forums I'm always hearing about the nemesis heirloom gear. Is that the best gear you can get as of now or is there stronger gear out there that you can buy??

Final recommendation for BOTH economy and efficiency issues:
Primary Gear: take your UNITY invitation, join UNITY, do UNITY dailies for a week
Secondary Gear: take your Questionite, open Questionite store screen, buy Armadillo Ring, Boots, Glasses
Here's why I basically agree with Criswolf. However, for a new player, I'll just organise the info.
--- for the 3 Primary Slots ---
Nemesis Heirloom Gear is not meant for endgame. It's meant to be given to new characters to help them level. Its stats aren't that great compared to other endgame gear, but as mentioned it gives a 9% XP boost.
Heroic Gear is meant for the endgame; it's effective and efficient to get. At level 40, you get an invitation from UNITY. UNITY has a lot of these easy special daily missions you can do, that gives you Silver Championship Recognition (you may have noticed you only get 2 of these from each daily alert). You take those to the Recognition Vendor and get the Heroic Gear. It takes only about a week to get a full 3-piece primary set.
Justice Gear is the ultimate endgame right now; it's super-effective but very inefficient to get. You have to save up Tokens from all the different Rampages, which have a bad drop rate as said. It took me 2 months of pretty solid playing to get my full set...and that was before they made the drop rate much WORSE. So don't aim for that. Heroic Gear is good enough.
You also have 2 alternatives, that you'll see at the Auction House but cannot be farmed: Mercenary Gear and Legion Gear. They're from lockboxes. They're both a little bit overpriced for what they do; to farm the Gs you need to buy them, you're better off getting Heroic Gear instead IMHO.
--- Secondary Gear ---
The Nemesis Heirloom Gear gives some small bonus, but it's not for combat, it's for finding Mod catalysts as mentioned. Again, not a great choice.
The best gear IMHO for Secondary is bought at the Questionite Store: the Armadillo Ring, Boot, and Glasses. By equipping 3 from the set, you get a Set Bonus of 25% damage resistance to everything. In reality, that's closer to 20% in-game, but that's a huge, huge bonus for Archetypes like the Soldier and Devastator. For your level 40 Soldier, it's a great choice. For your new Devastator, you can also buy the set NOW, use it, and it'll actually level up with you. You just need the 3 Secondaries, do NOT buy all 6, as your Primaries are better with the above.
There's other Questionite Sets like the Samurai and Cyber is NOT recommended. They say they add 25% to damage, but in-game that bonus is only about 3% to 5% or so, a bad trade-off. Their description suggests they're equal to the Armadillo Gear, except for Offense rather than Defense, but it fails to mention it's the difference between an additive VS multiplicative bonus. The Armadillo delivers more than these, plus even if you value Offense, as a Soldier and Devastator you actually need the Defense, so that you can go on attacking. EDIT - However, it only protects against Physical Damage, though that covers most enemy types including Gravitar.

Well that's much clear. One question, the armadillo set gives resistance against all damage or only physical damage? That's a good point and something I should have mentioned. It is only physical. The redeeming factor is, most enemies do physical damage. Piercing, slashing, crushing, even Force Cascades. So it's great for most things up to Gravitar.

I use vigilante, and justice on all of the characters that I care about. It's not the best though, if you're going dodge, or some other build that's not typically common, some legion bits are better for you.
