This is a Bestial build that uses Aspect of the Bestial and Enrage, as opposed to Form of the Tempest and Focus. I went this route because I just have so many FotT characters and wanted something different. Picking up and throwing Viper's Anaconda Tanks is pretty fun too.

Explanation:
General idea is focusing on Bleeds and Massacre spam, instead of one or the other. Since my concept is a demon, some powers were taken with that in mind (Night Warrior, Ebon Void, Void Shift). You can replace any themed powers with your choice.
Powers
Bestial Fury: Thematic energy builder
Shred (Penetrating Strikes): Your bread n' butter for quite a while. This stacks your Bleeds, and thus Enrage from Aspect. The DPS is respectable as well. Penetrating Strikes gives each hit a 50% chance to apply the Shredded debuff. Shredded reduces the target's resistance to All Damage by 10%, and Slashing Damage by an additional 10%. All of your damage, including Bleeds, are Slashing.
Frenzy: Your AoE. Nothing special, but it's the only AoE in the build. Should your theme permit, Scything Blade could be a good substitute.
Night Warrior or Way of the Warrior: Choice of passive. NW fits thematicly better in my build, plus Shadow Strike (which NW unlocks along with Sneak) is absurd burst damage. Because of FF diminishing returns on bonus damage, the difference between the two won't be that great in the long run.
Supernatural Power: Very nice energy unlock for this set. Bestial powers are supernatural after all. You'll need a dash of REC (addressed by Talents) to scale this up some. Gives you a burst of energy every time you use a Supernatural ability that brings you below 15% of your max energy.
Aspect of the Bestial: Gives you a stack of Enrage every time you apply a Bleed. Gaining (or refreshing) a stack will give you some energy as well. One thing to note: the energy gain has a cooldown, but gaining stacks does not. So you can gain stacks on every hit of the Shred combo, which lets this stack up very quickly.
Bountiful Chi Resurgence (Resurgent Reiki): Heal over time that with the advantage also heals you every time you dodge. Works great with NW/WotW, dodge gear, and Masterful Dodge.
Ebon Void (Voracious Darkness) or Energy Shield (Laser Knight): Theme dependent block enhancer. Both are good.
Masterful Dodge: The best AD out there. Works great with BCR/RR.
Void Shift (Emerging Nightmares, Nailed to the Ground): Emerging Nightmares is a great debuff. NttG may or may not be needed, I took it should I ever feel like PvPing. If the shadowy teleport doesn't fit your theme, Pounce is a good lunge too.
Ego Surge (Nimble Mind): Arguably the best Active Offense out there. With SS CON the Nimble Mind advantage will give you a very large amount of crit chance. The bonus EGO is wasted with a melee build though, but that's not why I took this.
Massacre (Bloody Mess): Your big hitter. I took it late because you don't really need it early. Bloody Mess gives it 30% more damage against Bleeding targets (as opposed to a 20% increase for R3). The Shredded debuff increases the damage even further. Tap spam is the way to go here.
Evasive Maneuvers (Sleight of Mind): Dodge buff, threat wipe, and stealth. Crucial for Night Warrior to get back into Stealth during combat, but also indispensable for any DPS due to the threat wipe.
Ice Sheath: Another AO, could be replaced. Gives a nice buff to crit severity.
Primary Super Stat
Strength - This was chosen because the spec tree has some nice things, and it scales Enrage. Won't have as much crit chance as DEX, but you won't be far behind (courtesy of diminishing returns).
Secondary Super Stats
Constitution: As a melee dps, you don't want to be squishy. This also scales Nimble Mind on Ego Surge. You don't need a whole lot in this though, around 100 would do fine.
Intelligence: This was chosen to reduce costs so that Supernatural Power can function better. The lower the cost on your abilities, the smaller amount of that "15% of your maximum energy" that they use up. Balance this with CON as you see fit.
Talents
I talented for REC to scale Supernatural Power a bit more, and DEX because it's not a SS and I'd like to get some more crit chance.
Specializations
Strength:
Physical Peak: Causes your Secondary Super Stats to grant cost discount. If you feel this is not needed, you can take Swole instead. Unless you have a very high amount of STR, Swole really won't give you much HP, especially compared to your SS CON.
Aggression: Gives you 20% more Offense from items. Very nice.
Brutality: Causes your Secondary Super Stats to give Crit Severity. You do want to be a DPS right?
Overpower: STR now gives some melee crit chance. This helps with the lack of DEX.
Warden:
Fortified Gear: Gives you 30% more Defense from items.
Ruthless: 10% more crit severity.
Upper Hand: Slightly more damage aginst Bleeding/Shredded targets.
The Best Defense: Crown Jewel of this spec. Copies your Defense to your Offense.
Vindicator:
Aggressive Stance: Increases your Defense by 20% of your Offense. This loops with The Best Defense.
Merciless: 15% more crit severity.
Focused Strikes: 6% more single target crit chance.
Modified Gear: Gives you 20% more Offense from items.
Mastery:
Strength Mastery: 20 STR and 30 Offense. It's no DEX Mastery, but it's better than the alternatives.
Combat Priorites
This build doesn't have a rotation as much as it has priorities. When starting a fight, Shadow Strike is a great opener. Spam Shred until: You have 8 stacks of Enrage, the target has 5 stacks of your Bleed, and the target has the Shredded debuff. Then, spam Massacre until you need to refresh Enrage, Shredded, or Bleed. Void Shift to move between targets. Evasive Maneuvers once Shadow Strike is off cooldown, then run back in (your lunge will break Stealth).
