Operator is my main character, a support character using mainly Gadgeteering powers. What I like the most about this build is that the play style very much fits his concept. He can support his team without actually being very active, and dish out damage from the back with his various weapons.
And here's the build:

Explanations:
Powers
Particle Rifle: Your Energy Builder. Not much to say about that.
Pulse Beam Rifle: A nice single target maintain with an increased chace to crit and a chance to apply a random debuff. Deals some pretty nice damage, especially when it crits a couple of times. You could also use Experimental Blaster, I don't because I've used it so much it's grown dull.
Medical Nanites: Considered one of the worse passives in the game. Fits my concept perfectly, and it's also pretty useful in when used correctly.
Sonic Boom Generator: With the added Gadgeteering patch, this build finally got a non-theme-breaking, non-sucky AoE power that he can spam. Sonic Boom Generator does pretty good damage, almost always taking out Henchmen in one full charge, or one and a half.
Munitions Bots: Pretty useful when used strategically. Make them turrest as soon as you have attacked a tough target and watch them, and anyone else in the bots' cone, wither and die.
Support Drones: Love them, cherish them, take care of them. These babies will help you alot.
Force Shield w/ Force Sheath: Nice block that lingers for minor defense and energy management.
Entangling Mesh: Mainly a fun power to use, and a trigger of MSA against groups. Could be switched to Orbital Cannon or Unbreakable easily without any impact on the build.
Molecular Self Assembly: Basically this energy unlock gives you energy over time for every time a power comes off cooldown, which Entangling Mesh does against groups and Tanglecoil Launcher against bosses.
Bionic Shielding: Semi-OMGWTF! button and a nice heal on the tank or yourself when solo. With my PRE stat I get about 800 HP per tick (1000 in Support).
Tanglecoil Launcher: Use this against bosses to get the Hold-connected debuffs in the Presence and Sentinel trees, as well as triggering the Sentinel Mastery at level 40 for some extra healing.
Inertial Dampening Field: A layer of defense against smaller hits that'll also support your team, in exchange for energy management that you'll have no problems with thanks to several ways of acquiring energy.
Implosion Engine: Major damage T4 AoE power with a lengthy cooldown. Use whenever you feel like bringing some major hurt to a group of enemies.
Electric Sheath w/ Matter/Energy Union: An active offence with additional energy management and a damage shield included.
Specializations
Presence
Grandeur: Used for some extra damage in your attack based on your PRE. After spending 3 point in it you will gain 3 offense for every 10 PRE - a fair trade considering you will wants lots and lots of PRE.
Selfless Ally: Everyt time you heal an ally you can 10% of that heal back. This includes Medical Nanites and the Sentinel Aura, which means you essentially gain health all the time, in addition to all your HOTs.
Force of Will: Gain defense from your Superstats. Picked this for some well needed damage resistance, to make all the healing all the more effective.
Vulnerability: To be used with Tanglecoil Launcher - Increases the damage bosses take from your allies by 10% when you use it on them.
Dominion: I had a point left, and a 25% more Hold Strength is always nice.
Sentinel
Sentinel Aura: A very powerful HOT aura that scales with your Bonus healing. This on top of Medical Nanites on top of Drones on top of Sentinel Mastery grants some very nice healing without any actual effort.
Caregiver: Increase heals on other players by another 12%. It's hard to test whether this affects all the HOTs, but increasing the power of Bionic Shielding is worth it anyway.
Genesis: Reduces the power cost of Bionic Shielding and Tanglecoil Launcher by 20%. Didn't really have anything better to spend this on, but it's still nice.
Wither: Increases the damage done to bosses after you've used Tanglecoil Launcher on them by an additional 10%.
Commander
Multitasker: Halves the energy cost of having your pets out. This is very important for a Support character like Operator.
Evasive Action: Decreases the damage your pet takes from AoEs by 50%, making them a lot more survivable, especially since they get healed so often in this build.
Relief: Increases your Drones' healing by 25%. I don't have to tell you why this is nice - It should be more than clear by now that healing is a very big part of this build.
Savage: Increases the damage your pets do by 17% (25% if you spend 3 points in there). Very nice, since they're a big part of your damage.
Mastery
Sentinel: Places a debuff on enemies that you hit with Tanglecoil Launcher that heals enemies whenever they hit them, with a 1 second internal cooldown. Nothing extraordinary, but it's basically the best you can get out of the masteries available. More healing without any particular effort is always nice.
Talents
You should pick Talents that fit your playstyle. I just maxed out my Superstats with my Talents.
Basically, you will want to run in Hybrid when alone, and use Force Sheath as well as MSA for your energy management. When in teams I would suggest playing in Support for the extra energy gain and healing.
